In today’s utility market Municipal Electric Utilities are utilizing utility grade energy storage technology to reduce electric costs during regional electric peaks. The application of this technology indirectly benefits the rate payer by controlling the high cost of energy during these system peaks. The energy storage system, i.e. battery is charged when the cost of electricity is low and discharge when the cost is at the highest, usually between the hours of 3p-7p. To understand how these types of energy storage systems are utilized the following topics will be discussed; battery technology, financial justification, equipment, system configuration and interconnection, construction, operation and maintenance. A general overview on the energy market and how Municipal Electric Utilities are starting to leverage distributed generation within their power portfolio to control energy costs.

David Polson has over 34 years in the electric utility industry, 28 with an Investor Owned Electric utility and 6 years with Municipal Electric Utilities. He has extensive experience with all aspects associated with the construction, operation and maintenance of distribution systems and substations. Over the years Mr. Polson has been the project manager of multiple new substations and distribution system development projects. Currently Mr. Polson is the Engineering and Operations Manager at Wakefield Municipal Gas and Light Department (WMGLD) where he has managed the installation of a new substation, SCADA System, two gas fired peaking generators and most recently the installation of Battery Energy Storage System (BESS).

Mr. Polson holds a Master’s in Construction Management, Graduate Certificate in Operational Leadership, Bachelor’s in Management and Associate in Electro-Mechanical Technology. Mr. Polson is also an Adjunct Professor at Benjamin Franklin Institute of Technology (BFIT) in the Construction Management Program.
